Mission

The Directorate for Legislative Acts (DLA) is a service within DG Presidency which is available to provide you with drafting and procedural assistance and advice at all stages of the legislative process: draft reports and opinions, individual Members’ amendments in committee, compromise amendments, plenary amendments and, of course, during negotiations with Council.

The DLA’s mission is to ensure the highest possible quality of legislative texts adopted under the ordinary legislative procedure in all official EU languages.

The Directorate is divided into six units comprising teams of lawyer-linguists and assistants dealing with dossiers concerning:

  •        Coordination and Legislative Planning
  •        Economic and Scientific Policy (ECON, EMPL, ENVI, ITRE, IMCO)
  •        Structural and Cohesion Policy (AGRI, PECH, TRAN, REGI, CULT)
  •        Citizens’ Rights (LIBE, FEMM, JURI, AFCO, PETI)
  •        Budgetary Affairs (BUDG, CONT)
  •        External Policies (AFET, DEVE, INTA)

Services in detail

  • The Directorate for Legislative Acts can provide the following services:
  • Tailor-made drafting advice, from an on-the-spot check of a particular draft amendment to a full drafting service on the basis of your instructions;
  • Assistance in adapting standard provisions such as those on implementing and delegated acts, entry into force provisions and definitions;
  • Assistance in the preparation of texts such as committee and plenary amendments and consolidated versions of agreements;
  • Advice on procedural issues such as those concerning the subsidiarity check or the finalisation and adoption of legislative texts;
  • Drafting advice by native speakers in any official EU language of your choice;
  • Information on the timetable of a particular dossier from adoption by Parliament of a legislative act, to its signature;
  • Attendance to committee meetings, trilogues and technical meetings to ensure that our advice is as relevant and as timely as possible;
  • Legal-linguistic and technical verification of the quality of all legislative texts put to the vote in committee and plenary and the original language versions of amendments, opinions and reports when they are tabled;
  • Publication of the texts adopted by the plenary on the day of the vote;
  • Within DG Presidency, procedural information and assistance on all legislative files, particularly to the Plenary Services;
  • Briefings on legislative files on the plenary agenda to the President and Vice-Presidents;
  • Verification of the legal-linguistic quality of texts agreed between Parliament and Council and finalisation of all language versions in cooperation with the Council;
  • Preparation of legislative texts for signature by the EP and Council Presidents;
  • Finalisation of Parliament’s Rules of Procedure and EU Budget.
